The Chapter Council


The Chapter Council is the decision making body of the Chapter, led and guided by the Exarch, who has an additional deciding vote in the event of any tie. Its remit is the spiritual welfare of the Chapter and its magical, military, religious and economic ambitions.

Composition

3 seats for the Coven

2 seats for the Priesthood

1 seat for the Military

1 seat for the Benefactors

1 seat for Others

Appointment / Election

Appointment to the Council is by vote of the existing Council but the appointee has to be able to meet the criteria of the vacant seat (e.g. be a mage for a Coven seat, artisan for the Benefactor seat, have the Dedication skill for a priesthood seat, have hero points for the military seat) – the exceptions being the ‘Others’ seats which is open to all.

When the Exarch dies, resigns or is revoke by the chapter council, the existing councillors decide on a one seat, one vote basis who will lead them next. Whilst it is usually an existing Councillor, in the past the chapter council has frequently invited outsiders to become the new Exarch.

Council Roles

These roles come with a position on the Chapter Council.

Exarch
This is the leader of the Suns of Couros, acting as the spiritual guide and guarantor of the Chapter. They lead the Chapter Council and, in matters spiritual, are the ultimate authority within the Chapter. They also represent the chapter to others in formal settings. The Exarch appoints a proxy for the duration of each Anvil gathering to act in their stead when they are not present.

Benefactor
They are in charge of the resources of the group and represents the economic concerns and ambitions of the Chapter on the Council. They gather items and resources needed for Chapter goals, making deals and contracts where required. They are also in charge of directing the Manus traders and other artisans of the Chapter. The Benefactor will rely on the Manus traders to act in their stead when not present but still on the field. If the absence is to be for a whole Anvil gathering, then they are expected to appoint a proxy for that gathering.

Master of Rituals

This role ensures that rituals required for the event are scheduled and are performed at the required time during a gathering Anvil. They coordinate their fellow magisters to ensure all ritual slots are used well and with the correct power level. They will also be required to find out about rituals that may be used to solidify relations with other groups and report to the Council. The Master of Rituals appoints a proxy for the duration of each Anvil gathering to act in their stead when they are not present.

Lead Roles

These are the roles that will guide the chapters direction in specific areas. They are appointed by the Council and held till death, resignation or revocation. Proxies for these positions are to be expected in the absence of the position holder at an Anvil gathering. These positions can be, but are not always, doubled up with Council seats.

Captain

This role is to organise the Suns of Couros Military. They will be in charge of the Cataphracts and Unconquered movements on the field and any other members of the Suns (and other group that join with the Suns) on the Battlefield ensuring they follow the command of the generals, they will also be in charge of military objective outside of the battlefield, which they will report to the Chapter Council.

Senior Physician

They are in charge of ensuring all the Physicians know what they are doing and all the correct resources are collected for potions that the Chapter requires.

Master of Whispers

This role is to manage the diplomatic efforts of the Chapter, as well as gathering and using intelligence in support of Chapter goals. They direct the Occuli’s focus.

Archivist

This role identifies and catalogues all magic items of the Chapter; storing, vetting and researching any items of note that come into the Chapter’s possession and reporting to the Council.

Minor Roles

These roles are appointed on a needs and per gathering basis. They are to support the lead or Council role during the event of their appointment.

Manus; support the Benefactor and act in their place when they are not available. They will be require to help source resources required for the group, find out on deals, Contracts can only be signed by the Benefactor unless they are not at the event). They also complete tasks requested of them by the Benefactor.

Physicians; support the Senior Physician and act in the Senior Physician’s place when they are not available. They will be require help ensure the group members are fully functioning, ensure each member with to other physician, check the members for emotional, magical and spiritual symptoms can help aid resolving the issue.

Marshals; support the Captain and act in his or her place when they are not available, although any majors issues should decided by the Captain. They will be require help with any tasks and information gathering by the Captain. They will also be required to provide escorts when needed. Marshals are expected to assist with battlefield discipline and to act as the Captain’s sergeants.

Occuli; gather any information on Allies and Enemies that would be important for the chapter to learn. They will also be there to listen for information on and if important distribute that information to the chapter Council. They will report to the Master of Whispers but will be there to collect information if there have not been given a direct task.

Vicars Loyal / Vigilant; support the Priests and the Exarch in protecting and strengthening the spiritual health of the chapter. They will watch their brothers & sisters for dangers and inspiration. Vicars Loyal have a focus on strengthening the bonds between brothers and sisters, whilst Vicars Vigilant watch out for spiritual threats. They will also be required to inform the Exarch and chapter priests of any issues and complete any tasks requested of them.
